The movie "Cats & Dogs" 2001

Since ancient times, two formidable adversaries have fought a war for control of planet Earth. It is so secret and subtle that it could be taking place in your own living room! Unknown to humans, the struggle for world domination between dogs and cats has been held in check by a fragile truce. But that period of peace is about to end. A power-hungry Persian cat, Mr. Tinkles, has gone mad and is leading a massive feline movement against man's best friend. The canine secret agents who have defended the entire human race are in trouble. One of their important field agents has been sidelined, forcing them to recruit a naive Beagle puppy named Lou. As the maniacal Mr. Tinkles and his army of highly trained soldiers begin mobilizing, humanity's fate rests in the paws of a puppy who now has a chance to prove himself in battle.
