Los Angeles, 1949. The ruthless mob boss Mickey Cohen, born in Brooklyn, controls the city and collects money from drugs, guns, prostitution and, if he gets his way, every long-distance bet west of Chicago. He is protected by both his paid men and the policemen and politicians under his control. His power intimidates even the bravest street cops. But a small secret team of unconventional LAPD cops, led by Sergeant John O'Mara and Jerry Wooters, are trying to destroy his empire.
